Teach For Zimbabwe and Ministry of Primary and Secondary Education Formalise Partnership to Strengthen Education in Zimbabwe

Teach For Zimbabwe (TFZ) and the Ministry of Primary and Secondary Education (MoPSE) have formalised their partnership through the signing of a Memorandum of Understanding (MoU), establishing a framework for deeper collaboration to strengthen the quality, relevance, inclusiveness, and accessibility of education in Zimbabwe.

The MoU was signed on 17 August 2026 at the MoPSE Head Office, with Mr Moses Mhike, Permanent Secretary for Primary and Secondary Education, signing on behalf of the Ministry. The signing marks an important step in strengthening the relationship between MoPSE and TFZ, a Zimbabwean partner of the global Teach For All network and a registered Public Voluntary Organisation.

The partnership brings together the strengths and resources of government and civil society around key areas of Zimbabwe’s education priorities. These include teacher professional development and capacity building, STEM education, digital inclusion and connectivity, foundational literacy and numeracy, career guidance and employability, technical and vocational skills, youth entrepreneurship and livelihoods, and climate change education and school-based resilience.

The agreement also provides a framework for strengthening TFZ’s Fellowship Programme and its model of developing graduate trainees as education and community leaders. Through this partnership, TFZ will continue contributing to areas such as teacher support, leadership development, digital skills, foundational learning, career education, and climate-focused initiatives, including school gardens and resilience-building activities.

Over recent years, TFZ has supported schools and communities through initiatives including the provision of digital connectivity and laptops, digital skills development, foundational literacy and numeracy programmes, career education, climate education, nutritious school gardens, and teacher and leadership development. The MoU creates an opportunity to strengthen alignment between these interventions and national education priorities, while supporting greater coordination and learning across the education ecosystem.

Speaking during the signing, the Ministry welcomed the partnership and highlighted the potential for TFZ to complement government efforts, particularly in areas such as teacher capacity development and STEM education, while also contributing to digital inclusion, foundational learning, career development, vocational skills, and climate resilience.

For TFZ, the agreement represents more than a formal partnership. It provides an institutional platform through which the organisation and the Ministry can coordinate their strengths, resources, knowledge, and networks more strategically. It also creates opportunities to strengthen evidence-based learning, scale approaches that demonstrate value, and deepen collaboration with schools, communities, development partners, and other stakeholders.

The expected areas of collaboration include strengthening teacher capacity, expanding access to digital learning, supporting foundational learning, increasing learners’ exposure to career and employability opportunities, developing practical and vocational skills, strengthening climate resilience in schools, and creating stronger pathways for leadership development among young people and educators.

The signing was attended by senior representatives from both organisations. From MoPSE, these included Mr Moses Mhike, Permanent Secretary; Mr Kaira-Chief Director, Primary, Secondary and Non-formal Education, Mr Mudyiwa- Chief Director of Human Resources, Mr Mangosho-Chief Director of Finance and Mr Enock Machanja. Representing Teach For Zimbabwe were Dr Miriam F. Siwela-Chief Executive Officer, Kundai Chineka, Head of Development, Peter Jack, Head of Training and Mrs Debra Gwati, Board Member serving for Teach For Zimbabwe.

The signing of the MoU marks the beginning of a strengthened institutional partnership. Its success will depend on continued coordination, shared learning, clear implementation plans, measurable targets, and sustained collaboration between the Ministry, Teach For Zimbabwe, schools, communities, and other partners.

As Zimbabwe continues to navigate the changing needs of its education system, the partnership provides a platform for collective action towards creating stronger learning environments and expanding opportunities for children and young people across the country.
